KATSINA STATE CLIMATE CHANGE SECRETARIAT MOBILISES MDAs, NGOs AND CSOs FOR STRATEGIC CLIMATE ENGAGEMENT AHEAD OF COP31
The Katsina State Climate Change Secretariat (KSCCS) has reaffirmed its commitment to strengthening institutional collaboration and stakeholder participation in advancing climate action as part of the state's preparations for the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP31), scheduled for 9–20 November 2026 in Antalya, Türkiye.
This was highlighted during a stakeholder engagement on the Strategic Participation, Partnership and Climate Investment Mobilisation Guide for COP31, organised by the Secretariat to align state institutions and relevant stakeholders on priorities, expectations and opportunities ahead of the global conference.
Speaking at the engagement, the Special Adviser to the Governor on Climate Change, Prof. Mohammed Amin Al-Amin, emphasised the critical roles of Ministries, Departments and Agencies (MDAs), Non-Governmental Organisations (NGOs), Civil Society Organisations (CSOs), academia and other stakeholders in advancing climate governance and environmental sustainability.
He noted that while government institutions provide policy direction and implementation frameworks, NGOs and CSOs remain essential partners in community mobilisation, advocacy, environmental awareness and grassroots climate action. He called for stronger collaboration, strategic project development and investment mobilisation to ensure that climate commitments translate into practical benefits for the people of Katsina State.
A major highlight of the engagement was a stakeholders' panel discussion titled “Positioning Katsina State for COP31: Priorities, Expectations and Partnership Opportunities.” The panel featured Prof. Sanusi Jari, Prof. Binta Ado Ali and Dr. Abdullahi R., who shared perspectives on the state's climate priorities, partnership opportunities and expectations for meaningful participation at COP31. Discussions centred on institutional coordination, climate finance, strategic partnerships and aligning local development needs with global climate opportunities.
COP31 provides an important platform for subnational governments to attract climate investments, access innovative technologies, strengthen institutional capacity and establish development partnerships. Its Action Agenda covers ten priority themes, including clean energy transition, zero waste, climate-resilient cities, green industrialisation, youth and education, food security, resilient health systems and the Climate Implementation Bridge (BRIDGE).
For Katsina State, priority areas for engagement include climate-resilient infrastructure, renewable energy, sustainable waste management, climate-smart agriculture, land restoration, biodiversity conservation, resilient health systems, women's empowerment, youth development and green jobs.
The Secretariat's COP31 guide provides a strategic framework for identifying bankable projects, engaging potential investors and development partners, mobilising climate finance and ensuring that international engagements deliver measurable outcomes for the state.
The engagement attracted notable dignitaries, including Prof. Mohammed Amin Al-Amin, Special Adviser on Climate Change; Hon.
